West End Panama City Beach is about 5 miles west of the center of Panama City Beach. West End PCB is made up of the small communities of Laguna Beach, Santa Monica, and Sunnyside, Florida.
It depends on the time of year that you visit. The spring break weeks in Spring are extremely busy, and over the summer months, all of PCB is busy. The west end of Panama City Beach has less highrises, and so is generally less crowded.
According to Panama City Beach government statistics, PCB has an estimated population of approximately 15,000, which increases to a peak daily population of more than 100,000 during the busy summer months. Each year approximately 4.5 million visitors come to PCB.

As a general rule, the beach up to the high tide line is public under state law. There are several dedicated beaches in Panama City Beach including the ones in Laguna Beach, Sunnyside and Santa Monica. These beaches are very natural and have no buildings, but they can only be accessed by homeowners in each of the respective areas.....so in that way, they are 'private' to the homeowners in those communities.
To avoid Spring Break crowds, avoid PCB during March.

Panama City Beach, Florida has been the Spring Break Capital of the World since the late 80's. One of the reasons the city prohibits the consumption of alcohol on the beach during the month of March is to help deal with all of the Spring Break crowds. So, if you are not looking for a college Spring Break experience, you should avoid the central part of PCB in March. Staying on West End PCB is much quieter during Spring Break than is typical of the more populated areas of PCB.
